Position Objectives:

The Comptroller / Treasurer is a key financial officer responsible for overseeing the fiscal operations of
the City of Mayville. This position ensures compliance with municipal accounting standards, manages
payroll and benefits, and supports strategic financial planning. The role includes statutory obligations
and protections as outlined in Wisconsin State Statute 762.12, which governs the duties and
responsibilities of municipal treasurers.

Duties and Responsibilities:

The following duties are representative of the position and may be supplemented by additional
responsibilities as assigned by the Mayor:


Financial Management
• Maintain and oversee all municipal fund accounting systems.
• Prepare and review financial reports for internal and external stakeholders.
• Ensure compliance with governmental appropriations and budget principles.
• Monitor municipal borrowing and debt service obligations.
• Coordinate annual audit processes and risk management activities.
• Supervise City data processing activities related to finance.


Budgeting & Strategic Planning
• Develop and manage the City's annual budget in collaboration with the Mayor and Council.
• Provide financial projections and analysis to support strategic decision-making.
• Allocate expenses to appropriate departments and track budget performance.


Payroll & Benefits Administration
• Process bi-weekly payroll for all City employees.
• Oversee employee benefits including health insurance, retirement plans, and disability
coverage.
• Maintain accurate records of employee compensation and deductions.
• Coordinate with Deputy Clerk II on new hire onboarding and benefit enrollment.
• Overseas the benefit administration.


Accounts Payable & Receivable
• Review and process invoices from contractors and vendors.
• Ensure timely payment of obligations and accurate coding to general ledger accounts.
• Track and reconcile incoming revenues including taxes, fees, and grants.
Data & Systems Oversight
• Manage financial software systems and ensure data integrity.
• Coordinate with IT and Clerk's office on system upgrades and troubleshooting.


Compliance & Reporting
• Ensure compliance with local, state, and federal financial regulations.
• Submit required reports to state agencies and funding bodies.
• Maintain transparency and accountability in all financial operations.


Other Duties
• Attend Council meetings and provide financial updates as requested.
• Support grant applications and financial documentation.
• Assist with insurance renewals and property management.
• Manage TIF documentation.
• Perform other duties as assigned by the Mayor.

Minimum Requirements:

Position Qualifications
• Bachelor’s degree in Accounting or Finance preferred; Associate degree with relevant
experience acceptable.
• Minimum of three years of financial management experience in public sector, banking, or
business.
• Strong knowledge of fund accounting and municipal finance.
• Experience with payroll systems and benefits administration.


Desirable Knowledge and Abilities
• Proficiency in accounting software and Microsoft Office Suite.
• Familiarity with Caselle or similar municipal systems.
• Ability to prepare complete and accurate financial statements.
• Strong analytical, organizational, and communication skills.
• Knowledge of Wisconsin municipal laws and budget procedures.
