Position Objectives:

The Village of Fox Point seeks an experienced, highly skilled, and intensely detail-oriented professional to fill this critical leadership position. The Clerk/Treasurer serves a central role in ensuring the Village continues to provide a high level of service to a vibrant community while overseeing critical aspects of finances, elections, and coordination of administrative services.

The Village Clerk/Treasurer is an appointed position and serves as a key member of the Village’s administrative leadership team and is responsible for managing the statutory duties of Clerk and Treasurer as defined under Wisconsin Statutes. This position ensures transparent, efficient, and compliant operation of Village financial and recordkeeping functions, including elections, licensing, public records, and fiscal administration. The Clerk/Treasurer also provides administrative support to the Village Board, oversees utility billing and property tax collection, and supports the Village Manager in maintaining operational integrity and fiscal accountability across all departments. The Clerk/Treasurer exercises supervision over the Deputy Clerk and election inspectors.

Duties and Responsibilities:

Essential Duties and Responsibilities include, but are not limited to:

  • Assumes full responsibility for all duties, activities, and operations of the Village Clerk prescribed in Wisconsin Statutes 61.25 and 61.26 and the Village of Fox Point municipal code.
  • Serves as the official custodian of Village records, ordinances, resolutions, minutes, and contracts.
  • Coordinates and administers all local, state, and federal elections in compliance with Wisconsin Election Commission requirements.
  • Prepares and distributes Village Board agendas, packets, and minutes and attends and records meetings.
  • Administers the issuance of licenses and permits as authorized by the Village Board.
  • Oversees accounting operations, payroll, accounts payable, and receivable functions.
  • Prepares, monitors, and reconciles the annual operating and capital budgets in coordination with the Village Manager and Finance staff.
  • Supports the Board of Review (BOR) by working with board members to meet required training, preparing publications, and scheduling hearings.  Provide notice to property owners on BOR decisions and maintain files.
  • Manages property tax billing, collection, settlement, and reporting in accordance with state statutes.
  • Prepares and maintains financial statements, audits, and reports to ensure fiscal compliance and accuracy.
  • Maintains and enforces records retention and destruction schedules in accordance with state law.
  • Provides financial analysis and reporting to the Village Board and Village Manager.
  • Ensures transparency and accessibility of Village documents and public information.
  • Performs other duties as required or assigned by the Village Manager.

Minimum Requirements:

  • Associate’s degree in accounting, finance, public administration, or a related field; Bachelor’s degree or higher is preferred.
  • At least three years of progressively responsible experience in municipal administration, finance, or clerk/treasurer work, including supervisory experience.
  • Certification as a Wisconsin Certified Municipal Clerk (WCMC) or ability to obtain within three years of appointment.
  • Any combination of closely-related education and experience that demonstrates equivalent knowledge, skills, and abilities to perform the work
  • Comprehensive knowledge of Wisconsin municipal clerk and treasurer statutes, election law, and accounting principles.

  • Ability to read, analyze, and interpret ordinances, contracts, audit reports, and state regulations.

  • Strong organizational, analytical, and problem-solving skills.

  • Ability to communicate effectively, both orally and in writing, with elected officials, staff, auditors, and the public.

  • Skilled in the use of financial software, Microsoft Office, and automated recordkeeping systems.

  • Ability to work independently, manage multiple priorities, and maintain confidentiality.

Work is performed primarily in an office setting during normal business hours, with occasional evening or weekend hours for meetings, elections, and deadlines. The position involves frequent contact with the public, Village officials, and outside agencies.
