Position Objectives:

The City of St. Francis is seeking a qualified, detail-oriented, and service-minded professional to serve as City Clerk/Treasurer. This is a key leadership position responsible for maintaining the integrity of the City’s records, financial operations, and election administration.

The City Clerk/Treasurer serves as the official record keeper and chief financial officer for the City, ensuring compliance with state statutes, municipal ordinances, and established policies. This position works closely with elected officials, department heads, and the public to support transparent and efficient municipal operations.

Duties and Responsibilities:

Serve as Clerk of the Common Council and maintain official City records, resolutions, ordinances, and minutes

· Administer local, state, and federal elections in compliance with Wisconsin statutes

· Manage all municipal financial functions, including budgeting, accounting, payroll, utility billing, investments, and financial reporting

· Prepare and publish required notices and reports

· Oversee public records requests and compliance with open records and open meetings laws

· Supervise assigned staff and coordinate training as needed

· Serve as a primary point of contact for residents, officials, and outside agencies

Minimum Requirements:

· 5 years prior municipal experience

· Knowledge of Wisconsin municipal law, elections, and public finance

· Strong organizational, analytical, and communication skills

· Ability to manage confidential information with professionalism and discretion

· Certification as a Municipal Clerk or Treasurer (or ability to obtain) preferred
